This monthly update is generated after the scheduled OpenEI refresh completes.
The refresh downloads the approved U.S. rate export, verifies the expected schema, selects the latest residential record for each configured utility and plan name, and rebuilds derived schedules. It records the source hash, number of records read, number exported, and reasons any records were skipped.
Deployment stops automatically when the TOU count falls below 90 percent of the previous successful export. That guard protects the public site from a partial download, unexpected schema change, or parsing regression.
For this first dated entry, the configured coverage is San Diego Gas & Electric. Future entries will list added plans, removed plans, effective-date changes, price changes, and schedule changes as service-territory mappings are added.
